Saghawat Ramzan is accused of shooting 19-year-old Khuzaimah Douglas and Waseem Ramzan, 36, with a crossbow in Pensnett Road on February 20.
The 46-year-old, of Pensnett Road, has been remanded in custody to appear at Wolverhampton Magistrates' Court this morning.
It comes as West Midlands Police officers arrested a further 23-year-old man on suspicion of murder yesterday afternoon.
He remains in police custody for questioning.
Detectives initially believed the two men had been killed as a result of stab wounds – but further enquiries have now established their fatal injuries were caused by a crossbow.
Officers investigating the trouble have already charged a 19-year-old man with conspiracy to burgle and perverting the course of justice.
Michah Evans, of Drummond Street, in Lye, appeared at Wolverhampton Magistrates' Court yesterday morning, and was remanded in custody to appear at Wolverhampton Crown Court on March 23.
Two men, aged 21 and 23, have also been arrested on suspicion of conspiracy to rob and a 42-year-old for assisting an offender.
All three have been released on police bail.

A man has been arrested on suspicion of murder after the bodies of a married couple were found in a house
The victims were found in Moat Road, Oldbury, by police in the early hours today.
A cordon remains in place around a home between Langley Green and Bristnall Fields near to Q3 Academy Langley.
Officers forced their way into the home at around 4am following concerns for the welfare of people living there.
They found the bodies of a 54-year-old man and a 52-year-old woman, pronounced dead at the scene.
A 25-year-old man was arrested at an address in Smethwick on suspicion of two murders.
He remains in custody at this time.
He is known to the couple, and the tragedy is being treated as a domestic incident with no threat to the wider community, West Midlands Police said
