The valedictorian address at Raisina Dialogue was delivered by Josep Borrell (Vice-President, European Commission, High Representative of the EU for Foreign Affairs and Security Policy). He defined common policies as policies that are unique to each nation but also rooted in the common goals of the European Union. Borrell stressed on how the European Union is still trying to find its identity and its role in the international arena. He acknowledged how different EU nations have different histories, and their vision for their future differs according to these histories.
